YOUR TASKS AND RESPONSIBILITIES
The primary responsibilities of this role, Deputy Director of Life Sciences Policy are to:
The Deputy Director assists the Director of Life Sciences Policy in the operations of the Life Sciences Policy Review Committee process; The Deputy Director reports to the Director of Life Sciences Policy;
Serves as a key strategist, researcher and policy analyst on public policy matters, writing position papers and backgrounders offering strategic recommendations; This involved coordination with Bayer Government Relations and Policy staff and outside policy consultants and ensuring alignment across Bayer in conjunction with Global policy colleagues;
Assists in the development, management and execution of public policy for Bayer, so as to protect and enhance the business goals and objectives of Bayer Corporation and its divisions;
The Deputy Director will team with and support the GR federal and state lobbyists in their work before legislative bodies, associations, business organizations and the public; This also includes maintaining and developing continually an internal and external policy network;
Actively communicates with various internal /external departments and divisions within Bayer Corp, and its divisions including Government Affairs, Sales and Marketing, Legal, Finance, Tax, Managed Markets, Contracting and Pricing; The goal is to increase awareness of government policy issues, assist in determining potential business impact, ensuring compliance with Bayers Corporate Integrity agreements and state ethics laws, while building consensus regarding proposed positions and advocacy strategies; Conducts and coordinates financial modeling to assess business opportunity and risk.
Leads interdepartmental projects to develop Bayer positions on key Bayer Life Sciences issues, as assigned;
Works cross-functionally with departments and divisions of Bayer globally to identify and manage the implementation of proactive policy initiatives, which can significantly impact Bayer Corporation performance, both long and short term;
Identifies and tracks legislative and regulatory proposals that could affect Bayers strategies and / or impact U.S. markets both long and short term; Works closely with Government Affairs (State/Federal) to develop strategic recommendations in order to assist in passage, modification or defeat of proposals.
WHO YOU ARE
Your success will be driven by your demonstration of our LIFE values. More specifically related to this position, Bayer seeks an incumbent who possesses the following:
Bachelors Degree required;
12+ years of experience in policy development and management (or 10 years of experience with advanced degree) preferably in the US Congress, the Executive Branch and/or in state legislatures and government agencies; Life sciences corporate and/or major association experience also favorable; The Deputy Director is a seasoned public policy professional with a strong track record of success in lobbying, advocacy and/or government public policy work; Extensive knowledge of the life sciences public policy process.
Other requirements include:
A strong background in public policy development;
The ability to read, analyze, present and interpret governmental legislation or regulations; Essential is the ability to write reports, business correspondence, and Congressional testimony;In addition, there is a need to be able to present information and respond to questions from Congressional members and staff, Administration officials, State officials, and the general public;
Exceptional understanding of corporate public policy development, econometrics, and corporate public affairs gained from experience in the corporate and/or public policy development community;
Collaborative working style. Solicits buy-in and commitment from colleagues and stakeholders;
Forward-thinking and proactive on legislative, regulatory and public policy issues;
Impeccable ethics and a high-level of integrity;
Sophisticated analyst of political and policy trends;
Exceptional knowledge of the regulatory process, the workings of government and public policy, and the NGO and broader political community;
Proven ability to effectively interact with employees at all levels of the Bayer organization in all regions, including senior management, and in some cases, with governmental contacts such as congressional members, staffs, and regulatory agencies;
Energetic, bright, hardworking demeanor and willing to offer opinions and judgments;
Be honest and loyal;
Politically sensitive, self-starter, proactive, creative and effective and understands constant change in business and political environments;
Capacity and drive to understand fully the business and operational elements of Bayer; including understanding what is mission-critical from the trivial;
Strong time management and organizational skills required;
Exceptional verbal, written and listening skills;
Ability to manage multiple projects concurrently and make decisions quickly;
Strong professional image with the ability to handle people and situations with tact, diplomacy, discretion, confidentiality and a sense of urgency;

Ability to handle stress and work comfortably in a fast paced environment where priorities and direction may change frequently.
Advanced degree strongly preferred – either JD, MBA or MPP.
