Process Safety Program Manager

Founded in 1818, the company is headquartered in White Plains, New York.Position Summary:This position will lead development, update and implementation of Process Safety Management (PSM) programs and PSM related programs at sites across US, Canada and Mexico. Typical PSM covered processes include oilseed extraction with hexane, ammonia refrigeration and gaseous chlorine processes. PSM related programs include processes with less than PSM regulated quantities and facilities with the potential to generate combustible dust from grain and grain products. This individual will lead or coordinate procedures for all areas of PSM and PSM-related programs, including, but not limited to:Core Functions:Lead and document the Process Hazard Analysis (PHA)/hazard evaluations/dust hazard analysis at appropriate phases of large projects.Lead and document the PHA/hazard evaluation/dust hazard analysis updates of existing processes.Demonstrate how to prepare for PHA meetings, how to effectively lead the hazard review meetings, and how to document the results in a useable PHA report.Perform Layer of Protection Analysis (LOPA), or similar analysis to determine if the risk of an incident scenario is low enough.Be an expert at determining the necessary risk mitigation for an incident scenario during PHAs/HAZOPs, or as a stand-alone task.Ability to write effective procedures, develop procedure templates and supplement plant personnel in writing operating and maintenance procedures.Lead development of Mechanical Integrity program, including identification and reference to appropriate RAGAGEP.Work in tandem with the maintenance staff to develop, coordinate and evaluate maintenance programs for highly technical equipment.Assist in developing inspection, test, and preventive maintenance plans and equipment reliability programs.Lead incident investigations or root cause analyses.Lead or oversee routine PSM facility auditsDevelop and implement key performance indicators including audit action item closure and most importantly, leading indicators to track the progress of PSM on a routine basis.Obtain the most out of implementing PSM to help ensure no loss of containment, fires or other adverse events.Manage, coordinate and implement all fourteen (14) elements of the OSHA Process Safety Management standard and the additional requirements of EPA risk management plan rule.Evaluate new processes and modify existing processes and facilities to meet new requirements.Ensure Management of Change process is adequate for processes with PSM-covered chemicals and combustible dust operations.Provide oversight and conduct audits for site management of change (MOC) and pre-start up safety review process (PSSR).Participate on teams responsible for implementing new products and processes.Skill/Experience Requirements:B.S. Engineering preferred (e.g., Environmental, Chemical, Mechanical, etc.), with 10 + years relevant experienceCCPSP Certification or ability to obtain is a plusAdvanced knowledge and experience with OSHA PSM regulationsWorking knowledge of other OSHA, EPA and DOT regulations preferredExperience in oilseed processing is desirableStrong written and oral communication and demonstrated facilitation skillsPrevious experience leading implementation of PSM or SHE programs using a project management approachFamiliarity with RAGAGEPs such as, NFPA 36, 61, & 652, and relevant API and CCPS standards.Multi-site experience preferredPrevious leadership and consensus building experienceEffective working independentlyAbility to establish priorities, develop critical timelines and deliver resultsAbility to organize, evaluate and report complex data, information and program performance metricsAbility to effectively represent the business in interactions with Government Officials/RepresentativesTravel Requirements, if any (please indicate percentage):Ability to travel domestically and internationally up to 50% of the timeBunge is an Equal Opportunity Employer.
