Senior Contract Administrator Description TheSite Contract Administrator (CA) is the site leadership position that DuPontholds accountable for the overall direction and coordination of all on sitecontracting activity.  The Site CA is expectedto lead by FELT leadership with public proclamations of the organization?scommitment to caring about people, and demonstrating an active commitment tosafety, health, and the environment in a way that people correctly perceiveleadership?s sincere concern for the safe operation of our facilities,protection of our environment, and the safety and well-being of all people,on-site and in the surrounding community.    The Site CA is accountable and responsiblefor ensuring that contract administration policies and procedures aredocumented and that all CA and Field Contractor Specialist (FCS) personnelinvolved in the contract administration process receive the appropriate levelof training on an annual basis.   Thesite CA is also responsible to ensure that all plant personnel areknowledgeable of and comply with Contract Administration procedures as theypertain to on site contracted services. This position ensures that the site contractadministration process is in compliance with corporate standards and internalcontrol requirements.    The Site CA ensures an adequately staffedorganization is in place to provide the needed support and oversight of all onsite contractor activities, as well as leading in the development and implementationof the site contracting strategy.  The Site CA leads the six step process forcontractor safety and verifies receipt of services.  The Site CA has functional responsibility forother CAs and FCSs on site.   Site Wide CA Accountabilities include:  Development and implementation of sitecontract administration procedures and processesLeads the development of and implementationof site contracting strategyLeads the development of and implementationof the site contractor safety planResponsible for maintaining the siteconditions  Oversight and training of other ContractAdministrators and Field Contract Specialists on siteAdherence to DuPont Core Values throughoutcontracting processAvoidance of and training for others onco-management issuesResponsible for the receipt of services processon site, including working with accounts payable to resolve invoice issuesAssisting with injury management and incidentinvestigationsManages the interface between thecontractors, legal, sourcing, SHE, accounts payable, tax, the project processand any other party.  Maintains the appropriate corporate and sitelevel metrics to improve the CA process.  Compliance of the six-step process forcontractor safety:  Contractor prequalification process including variance processBid package development including site conditions, scope development, managingthe bid cycle and contract award process with Sourcing Providing and documenting contractor safety orientation with the SHEprofessionalAuditing contractor training including home office auditsCoordination of work in the field including safety audits, JSA audits,and the work permit process, Ensures compliance with regulatory and DuPontsafety requirementsManaging the post job evaluation processQualifications: Qualifications: Bachelor?s Degree, Business, Engineering, ConstructionManagement or related fields.Seven (7) plusyears experience in all aspects of plant operations, SHE managing processes,with understanding of  contracting,financial controls, construction, maintenance temporary staffing and CA requirements.  Field ContractAdministration or Construction Engineer experience is preferredDemonstrated leadershipcapability and ability to influence change. Demonstrated ability to work with manyindividuals, oversee strategic and tactical contractor administration processes.  Ability
to work well under pressure to meet commitments and deadlines.Demonstrated
written and oral communications skills with internal/external customers.Demonstrated ability to work on multipletasks, setting and communicating priorities, and understanding the businessdrivers.Effective oral and written communicationskills, the ability to present information to all levels in the organization,and address external organizations.  PSM Element Leadership and Qualifications,Experience along with Auditing backgroundDemonstrated ability to develop and execute effectivetask planning. Strong computer skills required includingMicrosoft Office Suite, finance reporting tools.  SAP skills are preferred
